I have taken a lot of courses that front-load the exciting material and never build the base underneath it.
Here the order is deliberate. Each module assumes only what the previous one established, and the review dates on the material tell you when it was last checked.
My experience of the structure is my own. Other students describe different things as the thing that mattered most to them.
